Mr Makoni was arrested following a peaceful protest that was organised by CCDZ and Harare Residents Forum demanding that central government and stakeholders investigate a salary-gate scandal at Harare Town House where some officials appointed by the Minister of Local Government and National Housing are earning salaries in the range of US$102 000 to US$504 0000 after tax at the expense of service delivery in Zimbabwe.
Prior to his arrest, there were running battles between protestors and the anti-riot police who preferred to ignore an order clearing the protest.
