refuseMDC-T councillor in the ward Crispin Dube on Monday told The Zimbabwean that he roped in youths from both Zanu PF and MDC-T to engage in refuge collection, as Mutare City council was struggling to collect refuse due to aging fleet and failure by residents to pay rates.

Dube said: “I have provided my own truck and diesel. Some residents are willing to pay the unemployed youth some tokens of appreciation. We have been collecting the money from the residents to incentivise the youths, but, Chipai is throwing spanners into the works as he is de-campaigning the initiative.”

He added: “Youths from every political party were taking part in the initiative. We collected refuge the entire of last week but we are facing challenges from Chipai in the ward.”

Dube said Chipai felt he (Dube) was getting political mileage through the initiative.

But Dube explained: “We are doing it for humanitarian purposes.

Surprisingly he has met the town clerk (ObertMuzawazi) and Mayor (TatendaNhamarare). We were ordered to stop so that the matter can be discussed at council level.”

But Chipai was singing a different tune.

“Yes I can confirm that we had that problem in the ward. That is the duty of the council. We pay rates to council and it has the mandate to deliver the service to the residents,” said Chipai.

In fact he said Dube was the one benefiting from the money collected from residents.

“I have nothing against the MDC, but this initiative should have the blessings of the council. He is the one benefiting from the money collected from residents,” said Chipai.
